Face it – the Job Centre is a government agency. They are in the business of processing you through the system in the most efficient way for them. Everyone gets the same treatment and counseling. You are processed through the cookie-cutter machine the same as all your unemployed mates, with the same boring black and white, unformatted CV.
Now, think of it from the employer’s point of view. They advertise a vacancy and, in this economy, receive probably at least 300 CVs for the position. THEY ALL LOOK THE SAME. White paper.
